BENEFITS TO PERSONS WITH DISABILITIES AS A RESULT OF THE WAR

1) free receipt of medicines, medicinal products, immunobiological preparations and medical products according to doctors' prescriptions;

2) extra-ordinary free dental prosthesis (with the exception of prosthetics made of precious metals), free provision of other prostheses and prosthetic and orthopedic products;

3) free of charge extraordinary annual provision of sanatorium-resort treatment with compensation for travel costs to the sanatorium-resort facility and back.

Persons with disabilities as a result of the war from the number of persons who took a direct part in hostilities during the Second World War are provided with sanatorium-resort treatment free of charge, first and foremost from the number of non-emergency personnel.

The procedure for issuing vouchers, the amount and procedure for payment of compensation are determined by the Cabinet of Ministers of Ukraine.

Persons with disabilities as a result of the war are provided with vouchers, respectively, by the Ministry of Defense of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, central bodies of executive power implementing state policy in the areas of health care, social protection of the population, protection of the state border, and other local authorities stay of a person with a disability on the register or at his place of work.

At the request of persons with disabilities, instead of a ticket for sanatorium-resort treatment, they can receive monetary compensation once every two years: persons with disabilities due to war of groups I-II - in the amount of the average price of the ticket, persons with disabilities due to war of group III - in the amount of 75 percentage of the average cost of the ticket. Monetary compensation is provided regardless of the presence of a medical opinion on the need for sanatorium-resort treatment or medical contraindications;

and additional 10.5 square meters per family);

5) 100 percent discount for the use of utility services (gas, electricity and other services) and liquefied gas cylinders for household needs within the limits of average consumption norms.

The area of ​​the dwelling, on which a discount is granted, when calculating the heating fee, is 21 square meters. meter of heating area for each person who permanently lives in a residential premises (house) and is entitled to a fee discount, and an additional 10.5 square meters. meters per family.

For families consisting only of disabled persons, a 100 percent discount is granted for the use of gas for heating the home for twice the size of the standard heating area (42 square meters for each person entitled to a fee discount and 21 square meters for seven 'yu);

6) 100 percent discount on the cost of fuel, including liquid fuel, within the limits set for sale to the public, for persons living in houses without central heating;

7) free travel by all types of urban passenger transport, public road transport in rural areas, as well as suburban rail and water transport and buses of suburban and intercity routes, including intra-district, intra- and interregional, regardless of distance and place of residence, if available a certificate of the established model, and in the case of the introduction of an automated system of accounting for fare payment - also an electronic ticket, which is issued free of charge. This right also applies to a person who accompanies a person with a disability of the I group;

8) non-scheduled free capital repairs of own residential buildings and apartments and priority current repairs of residential buildings and apartments in the order determined by the Cabinet of Ministers of Ukraine;

9) out-of-hours service by outpatient polyclinic institutions, as well as out-of-hours hospitalization.

Liquidation of hospitals for persons with disabilities as a result of the war is carried out only with the approval of the Cabinet of Ministers of Ukraine;

10) extra-ordinary free installation of apartment phones and extra-ordinary use of all communication services. The subscription fee for the use of the apartment telephone is set at the rate of 50 percent of the approved tariffs, and for persons with disabilities due to the Second World War with a 100 percent discount from the approved tariffs;

11) use upon retirement (regardless of the time of retirement) or change of place of work by polyclinics and hospitals to which they were attached at their previous place of work;

12) the right to an annual medical examination and dispensation involving the necessary specialists;

121) medical assistance in health care facilities of the Ministry of Defense of Ukraine, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the Ministry of Internal Affairs of Ukraine, other central executive bodies, which in accordance with the law carry out leadership of military formations, without payment of such assistance by its recipient;

13) out-of-hours employment in a specialty in accordance with the preparation and conclusions of the medical and social examination.

The work of persons with disabilities as a result of the war is regulated by the relevant norms of Ukrainian legislation on labor and social protection of persons with disabilities;

14) the preferential right to stay at work in the event of a reduction in the number or staff of employees in connection with changes in the organization of production and work and to employment in the event of the liquidation of enterprises, institutions, organizations;

15) payment of temporary disability benefits to working persons with disabilities as a result of the war in the amount of 100 percent of the average salary, regardless of length of service;

16) payment of benefits for working persons with disabilities for temporary incapacity for work for up to 4 months in a row or up to 5 months during a calendar year, as well as state social insurance benefits for the entire period of stay in the sanatorium, taking into account travel there and back in the event that there is not enough for treatment annual and additional vacations;

17) use of regular annual leave at a time convenient for them, as well as receiving additional leave with retention of wages for a period of 14 calendar days per year;

18) emergency provision of housing for persons in need of improvement of housing conditions, including at the expense of living space transferred by ministries, other central executive bodies, enterprises and organizations at the disposal of local councils and state administrations. The persons specified in this article are provided with a living area for two years from the date of registration, and persons with disabilities of the I group from among the participants of hostilities on the territory of other countries - for one year.

Executive bodies, executive committees of local councils are obliged to provide assistance to persons with disabilities as a result of the war in the construction of individual residential buildings. Land plots for individual residential construction, horticulture and vegetable gardening are allocated to the specified persons in priority order;

19) obtaining a loan for the construction, reconstruction or major repair of residential buildings and yard buildings, connecting them to engineering networks, communications, as well as loans for the construction or purchase of country houses and the improvement of garden plots with repayment within 10 years, starting from the fifth year after completion of construction. The specified loans are provided in the order determined by the Cabinet of Ministers of Ukraine;

20) priority right to join housing construction (housing) cooperatives, cooperatives for the construction and operation of collective garages, parking lots for vehicles and their maintenance, horticultural societies, to purchase materials for individual construction and garden houses. Garages, parking lots for vehicles of persons with disabilities as a result of the war, who have medical indications for providing transport, are usually built near houses;

21) persons with disabilities of groups I and II are granted the right to travel free of charge once a year (there and back) by rail, water, air or long-distance road transport, and persons accompanying persons with disabilities of group I (no more than one companion) - 50 percent discount on the cost of travel once a year (there and back) by the specified modes of transport.

Persons with disabilities of the III group are granted the right to travel free of charge once every two years (round trip) by rail, water, air or long-distance road transport regardless of the availability of rail connections or travel once a year (round trip) by the specified modes of transport with 50- a percentage discount on the fare.

Persons with disabilities as a result of the war and persons who accompany persons with disabilities of the I group on trips (no more than one companion) are granted the right to use intercity transport of the specified types in the period from October 1 to May 15 with a 50 percent discount on the fare without limiting the number of trips ;

22) extraordinary free provision of a car (in the presence of medical indications for the provision of a car) for a period of up to ten years of operation (with subsequent replacement for a new one), payment of compensation for gasoline (fuel), repairs, maintenance of cars or for transport services in the manner established Cabinet of Ministers of Ukraine.

Persons with disabilities as a result of the war from the number of persons who took direct part in hostilities during the Second World War, in the presence of medical indications for provision of a car, are provided with a car free of charge, first and foremost from among those who are not on duty, in accordance with the procedure established by the Cabinet of Ministers of Ukraine;

23) from the payment of taxes, fees, duties and other payments to the budget in accordance with tax and customs legislation;

24) exemption from rent for non-residential premises rented by persons with disabilities as a result of the war under garages for special vehicles (cars, scooters, bicycle strollers, etc.) and free provision of parking garages for these vehicles, regardless of their form of ownership;

25) out-of-hours service by institutions and institutions providing social care services. In case of impossibility of providing such service, the social protection institutions shall reimburse the expenses related to the care of this person with a disability, in the manner and in the amounts established by the current legislation;

26) out-of-hours service by enterprises, institutions, organizations of household services, public catering, housing and communal services, intercity transport;

27) the right to extraordinary provision of food products of improved assortment and industrial goods of increased demand in accordance with the list and norms established by the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations.

For the sale of these goods, specialized salons-shops, sections, departments and other types of preferential trade services are created. The sale of goods is carried out at socially affordable prices according to the list determined by the Cabinet of Ministers of Ukraine.

Stores, sections, departments and other trade enterprises serving persons with disabilities and war veterans are exempt from paying value added tax;

28) the right to state targeted support for them and their children to obtain professional (vocational and technical), professional pre-higher and higher education in state and communal educational institutions.

Benefits for housing, utilities and fuel are granted to persons with disabilities as a result of the war and their family members who live with them, regardless of the type of housing or the form of ownership of it.

The area of ​​the dwelling, on which the 100 percent fee discount is calculated, is determined in the maximum possible size within the total area of ​​the living space (house) in accordance with the norms of use (consumption) established by these points, regardless of the presence in the family of persons who are not are entitled to a fee discount. If there are persons in the family who are entitled to a fee discount of less than 100 percent, the maximum possible 100 percent corresponding fee discount is first calculated.

For persons with disabilities as a result of the war, pensions or monthly lifelong cash maintenance or state social assistance paid in lieu of a pension are increased: for persons with disabilities of group I - in the amount of 50 percent of the subsistence minimum for persons who have lost their ability to work, group II - 40 percent of the subsistence minimum for persons who have lost their ability to work, group III - 30 percent of the subsistence minimum for persons who have lost their ability to work.

Every year before the Independence Day of Ukraine, persons with disabilities as a result of the war are paid a one-time monetary payment in the manner and amounts determined by the Cabinet of Ministers of Ukraine within the limits of the relevant budget allocations established by the Law on the State Budget of Ukraine.

Persons with disabilities due to the war of II and III groups from among the participants of hostilities during the Second World War, who have reached the age of 85 years and older, are granted the benefits provided for in this article for persons with disabilities due to the war of the I group.

To the persons specified in clauses 11-16 of the second part of Article 7 of this Law, one-time cash assistance in connection with the establishment of disability is assigned and paid from the state budget in the amount determined by subparagraph "b" of Clause 1 of Article 16-2 of the Law of Ukraine. On social and legal protection of military personnel and members of their families". If a person, in connection with the establishment of a disability, is simultaneously entitled to receive a one-time monetary benefit provided for in this part and a one-time monetary benefit in accordance with other laws of Ukraine, the payment of monetary sums is carried out on one of the grounds chosen by such a person.The procedure for the appointment and payment of one-time cash assistance is determined by the Cabinet of Ministers of Ukraine.
